Samantha Yem

Ms. Yem currently serves as an Advisor to the Royal Government of Cambodia and has contributed to policy discussions relating to governance, sovereignty, economic development, foreign investment, labor mobility, and international cooperation. Throughout her career, she has worked closely with government agencies, private sector leaders, international organizations, and foreign investors to promote Cambodia as a competitive destination for business, investment, and innovation.

Beyond her legal practice, Ms. Yem is an entrepreneur and institution builder. She is the Founder of the KATHARENA Group, an international hospitality, real estate, and asset development platform focused on luxury resorts, wellness tourism, lifestyle communities, and sustainable investment projects. She is also the Founder and Honorary Board Member of Morakot Financial PLC and has played a leading role in developing governance frameworks, compliance systems, and strategic growth initiatives within the financial services sector.

Her career has been marked by the successful structuring of multimillion-dollar investment transactions and strategic partnerships involving investors from the United States, Japan, Korea, ASEAN, and other international markets. She has advised on complex corporate transactions, institutional restructuring, regulatory compliance, and high-stakes negotiations involving both public and private sector stakeholders.
